I started the car but the issue still exist. I kinda doubt both IACV are defective so like many people I went online to check the IACV specs and found out the resistance is within working range. I'm not a pro so it took lots of researching to correctly diagnose what's wrong with the car. Didn't want to spend more money to probably get another wrong diagnose again, I did more test on my own. At the end maybe 5 hours of total diagnosing myself, I did a fuel pressure test and discovered my car was running at 20psi and also when I turn the car off, it didn't retain pressure because it just dropped to 3psi within 30 seconds. At this point 100% sure the issue is in the fuel . I have since put my original IACV back on and replaced my fuel pump. The car is running fine again.
