While most parts stores offer a free scan when your vehicle's Check Engine light is on, it requires a more advanced scanner to retrieve the codes in the ABS Module. It is hit or miss as to whether a parts store will be able to retrieve the ABS codes on your Highlander, but if you are able to obtain the code(s), I have the factory diagnostic procedures for whatever codes are stored. There is a TSB that may apply, but the code(s) are required before proceeding. Check the brake fluid level. 2. Insure all of the tires are properly inflated. In most cases the vehicle can still be driven when the VSC lights are on - It should not affect the base brake system. That being said, care should be taken if road conditions are slick, as the added safety features of the VSC system are disabled. I hope this helps. Please let me know if you have any questions.
